Berlayar estate on former Keppel Club site to see 7,000 HDB flats; first BTO to launch in October
The very first Build-To-Order (BTO) project at Berlayar will be introduced for sale next month as element of the October 2025 BTO exercise. Berlayar Residences are going to supply 870 units of two-room flexi, three-room and four-room apartments. There will also be 200 public rental flats.
The new Berlayar estate will discover around 7,000 HDB flats constructed in the coming years. This is greater than the 6,000 housing project units formerly announced for the estate, which is situated at the site of the previous Keppel Club.
According to HDB, the Berlayar estate is prepared as an expansion of Bukit Merah town and marks the start of the improvement of the Greater Southern Waterfront. The estate’s label, that means “sailing” in Malay, commemorates the area’s landmarks and maritime heritage.
Additionally, Berlayar will be a car-lite property, with walking and cycling networks. Most homes will be within a 10-minute stroll from the Labrador Park and Telok Blangah MRT stations, claims HDB.
Some 20% of the site, or approximately 10ha, are going to be alloted for green spaces. 4 green passages, ranging from 30m to 60m wide, will weave with the estate, providing recreational locations for locals while also helping with environmental connectivity between the Southern Ridges and Labrador Nature Reserve. BTO plans in Berlayar will be designed with staggered heights, with blocks oriented to provide even more locals with scenic views of the Southern Ridges and the coast.
He likewise forecasts two-room flexi flats at Berlayar Residence can show popular amongst single applicants. “Due to its one-of-a-kind area, which integrates city-fringe benefit with a coastal sight, it might end up being a prominent selection for singles, who might find the site matches their lifestyles.”
Eugene Lim, major executive officer at ERA Singapore, thinks the apartments at Berlayar Residences are likely to be identified as Prime, given their location in a mature estate and proximity to key main areas. He estimates costs of four-room flats at Berlayar Residences could begin at approximately $500,000 to $550,000 prior to grants. “With the increase in aid clawback prices introduced in the July 2025 BTO launch, we need to expect a clawback rate of about 11-12% on these upcoming flats,” he includes.
In a Sept 23 release, HDB claims the rise in planned housing complies with detailed planning studies on the 48ha site. Consisting of private real estate, Berlayar is expected to produce about 10,000 new homes.
Lim predicts the flats receiving a robust response, noting that BTO projects in Bukit Merah introduced in July, consisting of Prime project Alexandra Peaks, observed a healthy application price. “We can anticipate this request continuing in October, specifically as unsuccessful applicants for Alexandra Peaks may try their luck with one more Bukit Merah project.”
